Ryan Locke

Vice President of Engagement

Ryan Locke serves as Vice President of Engagement at the National Oilseed Processors Association, where he shapes the organization’s work with key stakeholders, member companies, and policymakers across the oilseed value chain. In this role, he is responsible for advancing strategic engagement efforts and supporting policy initiatives critical to the industry’s growth and competitiveness.

Ryan’s work is deeply focused on state-level policy development, particularly in advancing biofuels programs such as low-carbon fuel standards and other market-based frameworks that drive demand for domestically produced, oilseed-based feedstocks. He also plays a leading role in nutrition and food policy, helping advance science-based approaches that recognize the value of oilseed-derived products in supporting food security and public health.

In addition to his external engagement efforts, Ryan works closely with NOPA member companies and partner organizations to align advocacy strategies across state and federal priorities. He is actively involved in translating complex regulatory and market dynamics into actionable strategies that support investment, strengthen domestic supply chains, and manage emerging risks.

Ryan brings a unique perspective through his direct involvement in production agriculture. As a Nebraska farmer, he understands firsthand the operational realities facing producers and applies that experience to inform policy development and stakeholder engagement.

He holds a B.S. degree in animal science from Texas A&M University and has held leadership roles across the agriculture and sustainability sectors, including work in business development, strategic partnerships, and agricultural policy. He is a frequent speaker on issues related to biofuels, oilseed markets, and the intersection of agriculture, energy, and nutrition.
