NOPA Applauds Congressional Push for Timely Supplemental Rule 

WASHINGTON D.C., October 9, 2026- The National Oilseed Processors Association (NOPA) applauds the more than three dozen members of the House of Representatives who today issued a letter urging the EPA to maintain its commitments to America’s biofuels industry. 

The bipartisan letter, spearheaded by Representatives Adrian Smith (R-NE) and Nikki Budzinski (D-IL) proposed a supplemental rule to the Renewable Fuels Standard (RFS) volume requirements by October 15th, warning that delays would undermine market certainty that is needed for farmers and biofuels producers. 

“We thank our congressional champions for urging EPA to protect the integrity of the RFS and support 100% reallocation of the gallons waived through small refinery exemptions,” said NOPA President & CEO Devin Mogler. “NOPA looks forward to submitting comments on the supplemental rule to ensure full reallocation, strengthen American energy security, drive demand for homegrown biofuels, and create new market opportunities for farmers. We also look forward to EPA advancing the Set 3 rule in the coming months to build on this momentum and provide the long-term certainty needed to support continued investment in domestic oilseed processing.”
