NOPA Commends Proposal to Fully Reallocate Small Refinery Exemptions
WASHINGTON D.C., October 13, 2026 – The National Oilseed Processors Association (NOPA) applauds U.S. Environmental Protection Agency Administrator Lee Zeldin for formally proposing a supplemental rule to reallocate 100% of the renewable fuel volumes waived through the 2025 Small Refinery Exemptions (SREs), a move that supports domestic biomass-based diesel production and provides market certainty for American farmers.
Full reallocation will help preserve the integrity of the Renewable Fuel Standard (RFS) by ensuring waived gallons are accounted for in the current Renewable Volume Obligations (RVOs). The proposal would reinforce demand for American-grown soybeans, support U.S. renewable fuel producers, and strengthen domestic markets for farmers.
“NOPA appreciates the Administration’s commitment to full reallocation,” said NOPA President & CEO Devin Mogler. “Maintaining demand for domestically produced biofuels strengthens America’s fuel supply and reduces our reliance on foreign markets. This is America First policy in action-supporting rural farmers, American biofuel producers, and our domestic energy security.”
NOPA will submit comments during the public comment period and work with the EPA to finalize the rule as quickly as possible.
