NOPA Urges EPA to Quickly Finalize 2026–2027 RVOs
WASHINGTON, October 31, 2025 – Today the National Oilseed Processors Association (NOPA) submitted comments to the Environmental Protection Agency (EPA) on the supplemental 2026–2027 Renewable Volume Obligations (RVOs) Renewable Fuel Standard (RFS) rulemaking.
In a break from tradition, NOPA submitted a single-page comment, a deliberate choice to emphasize that the time for further deliberation has passed and that swift action is urgently needed to provide market certainty for America’s farmers, oilseed processors, and renewable fuel producers.
“Our message to EPA is simple: finalize the rule now,” said Devin Mogler, President and CEO of NOPA. “Every day of delay adds more uncertainty for farmers and processors – the EPA has already done an excellent job with a proposal that includes BBD volumes reflective of the industry’s capacity and a half-RIN provision that prioritizes domestic feedstocks.”
NOPA’s comments reinforce key priorities for the supplemental and final rule:
- Strong Biomass-Based Diesel (BBD) volumes that reflect actual growth and industry capacity
- 100% reallocation of waived gallons to maintain the integrity of the RFS, and
- Support for the half-RIN mechanism, which prioritizes U.S. feedstocks and safeguards domestic agriculture from unfair foreign competition
“This is a critical moment for America’s biofuel and oilseed industries,” Mogler added. “The RFS was designed to strengthen rural economies, improve energy security, and promote homegrown innovation. Finalizing the 2026–2027 RVOs quickly will give our industry the certainty it needs to keep investing in those goals.”
